Brussels is a region with many challenges, but it has strong local roots. These local roots enable the deployment of solutions tailored to the specific needs of each neighbourhood. 

Neighbourhood officers work closely with peacekeepers, schools, parents, street outreach workers, shopkeepers, the catering sector and sports and cultural associations, and play an essential role in observing, assessing and responding to local problems.

The growth of community policing and the increase in patrols on foot, bicycle or horseback are also helping to strengthen social cohesion, improve urban infrastructure and optimise the organisation of local services.

LISAs: one-stop shops for safety and prevention

Local Integrated Security Antennas (LISA) are a neighbourhood-based system that further encourages closer relations between the security services and citizens. They are designed as accessible points of contact, providing a shared space for the different safety and prevention players such as neighbourhood managers, police officers, peacekeepers and administrative staff.

They provide a forum for dialogue and collaboration between the police, municipal prevention services and other local and regional players, such as public cleaning staff. Their mission is to improve prevention and residents' sense of security, while facilitating access to local services.

Safe.brussels: a key player in the deployment of LISAs in Brussels

Safe.brussels is supporting the development of LISA offices through a call for projects. The organisation supports their implementation with an investment subsidy that makes it possible to:

  • provide quality premises for LISAs;
  • acquire the equipment required for their operation.

Since 2019, safe.brussels has supported the establishment of 17 LISA offices, 14 of which are already fully operational. A budget of €2,629,000 was allocated to their deployment and reinforcement for the 2023 financial year.

Integrated prevention and safety: local services via LISAs

The decentralised approach of LISA offices allows an integrated approach to safety and prevention by including prevention, community policing and public space management services. They offer a range of support services to meet the specific social needs of local residents and provide rapid solutions to everyday problems:

  • illegal dumping,
  • neighbourhood problems,
  • noise pollution,
  • street traffic,
  • unauthorised parking,
  • damaged street furniture,
  • faulty lighting,
  • tags on facades.
