25.07.2024On 17 July, the Governor of the Province of Luxembourg, Olivier Schmitz, unveiled LUX response, a programme designed to establish a risk culture in the Province of Luxembourg. LUX response focuses on two main pillars: developing a risk culture and networking with partners.
Risk culture
In recent years, the Province of Luxembourg has faced multiple crises leading it to adapt its crisis management approach. The LUX response programme promotes active citizen involvement, recognising them as key players in their own safety.
A society's resilience depends partly on its understanding of crisis management. Consequently, the Province of Luxembourg will use this programme to educate and train its residents in crisis management.
Olivier Schmitz: "We need to enhance resilience more broadly by engaging with citizens. Citizen expertise must be integrated into the risk management cycle."
A network of partners
Effective crisis management involves developing and strengthening a diverse network of stakeholders. Mutual support and the sharing of skills and expertise are crucial for tackling crises effectively.
LUX response will work with local entities including local authorities, the provincial college, local businesses and inter-municipality organisations, to ensure a coordinated and effective response to risks. The expertise of the Luxembourg stakeholders will foster mutual assistance and knowledge sharing.

A Luxembourg initiative which is part of a more global approach
This programme is inspired by BW response and BRU response, initiatives developed by Gilles Mahieu, Governor of the Province of Walloon Brabant and Sophie Lavaux, Governor for Crisis Management in the Brussels-Capital Region and Director General of safe.brussels.
Sophie Lavaux: "It is a significant advantage that, following the Province of Walloon Brabant and the Brussels-Capital Region, the Province of Luxembourg is now involved in developing resilience in its crisis management. BRU response, launched on 8 February 2023, attracted over 500 participants to the citizen meetings. In addition, 180 citizens enrolled in a Communal civil security citizen reserve (Réserve Citoyenne Communale de Sécurité Civile -- RCCSC). As part of this project, two crisis management training sessions, bringing together professionals and citizens, were organised to prepare volunteers."
